The following clips deliver opinions about the proposed Manchester congestion charges from both sides of the argument, by the leaders of the opposing groups.

In the first instance we receive the opinion of Sir Richard Leese CBE, Labour Party politician and lead councillor of the Manchester City Council who was awarded a Knighthood for services to local government in the Birthday Honours 2006. Upon his shoulders rests the heavy responsibility of justifying the congestion charges to the public being, as he is, a strong proponent of the highly controversial scheme.
